We want to see black sand beaches, volcanoes, hike through ruins, and zip line. Also curious for the best zip lines, best volcano view hotels and I would LOVE suggestions for other things to do. We really want to do it all

Well, I think either could be a great vacation spot, but FOR THE THINGS you’re evidently interested in doing, Costa Rica is the FAR wiser choice.
If you’d named things like scuba diving and walking on powdery white sandy beaches, well, then the balance tips in Belize’s favor…but volcanoes, zip lines, etc. are better in Costa Rica.

belize is VERY expensive, and it’s not even that nice.
still not that developed either.
costa rica is tourists paradise.
costa rica lives off tourism.
costa rica is adventure.
suggest you go to papagayo, for a nice beach
and arenal hot springs
