These are the “poorest countries” in the Western Hemisphere. You can exclude the Caribbean if you want.
The metric used is “Human Development Index” which combines economic poverty with Life expectancy at birth, knowledge and education, as measured by the adult literacy rate, and the standard of living.

Bolivia
Honduras
Nicaragua
El Salvador
Jamaica (Caribbean)
Guyana
Paraguay
Saint Vincent and the Grenadine (Caribbean)
Keep in mind that Latin America has the widest distribution of wealth of any region on Earth. So even a relatively wealthy country like Mexico or Argentina has huge number of disenfranchised or poor.
